The findings are based on a survey of 1,500 primary pupils by the internet safety charity Cyber Safe Ireland, which was conducted between September and November 2017.
If the figures from the sample are representative of the total population in that age bracket - about 300,000 - it would amount to thousands at similar risk.
Ms Cooney said the online risks to which children were exposed had been highlighted in recent press coverage surrounding some very disturbing cases.
"It is essential that any child who has access to the internet only does so with guidance and supervision from a parent or carer." She said the charity was concerned there was not enough guidance and support for parents, teachers, social workers and others working in child-focused environments to address the variety of online risks that children were facing.

The figures are published to coincide with Safer Internet Day today, and come as Cyber Safe Ireland calls for a national campaign to raise awareness among parents and teachers about online risks, similar to those to road safety and healthy eating.
